Ghana’s Controller and Accountant General, Kwasi Kwaning-Bosompem has reportedly obtained “clearance” from the Civil Service and the Public Service Commission to file and contest as Member of Parliament on the ticket of the New Patriotic Party. 

Kwasi Kwaning-Bosompem is gunning for the Agona Swedru seat on the ticket of the NPP ahead of the upcoming parliamentary Primaries.

This is despite the fact that the Civil Service Code of Conduct and a recent Supreme Court ruling expressly forbids civil servants from publicly joining or associate with any political party or movement.

The supposed clearance from the Public Service Commission and the Civil Service led by former University of Ghana Academic Dr. Evans Aggrey Darko flout section 12 of the Civil Service Act. 

Among others, the Act bars Civil Servants from “accepting any office paid or unpaid, permanent or temporary, in any political party or organisation and to “declare themselves openly as registered members of a political party or association”.

The Act further forbids the Civil Servant from “Indicating publicly his support for any party, candidate or policy” and or “Make speeches or join in demonstrations in favour of any political person, party, or propaganda and finally “Engage in activities which are likely to involve him in political controversy.

The above not withstanding, Ghana’s Controller and Accountant-General, Kwasi Kwaning-Bosompem announced his bid to enter Parliament on the ticket of the governing NPP saying he loves the party and is loyal to it.

Mr Kwaning-Bosompem, recently held a rally in Swedru, “leading more than 2,000 supporters of the party on a three-hour health walk through the principal streets of Swedru,” Daily Graphic reported. 

The October 30 walk drew supporters who also drummed home the candidature of the Kwaning-Bosompem. 

He tasked supporters to remain focused on selling his candidature and refrain from attacking aspirants when nominations are opened in December ahead of primaries scheduled for February 2024. 

He also outlined plans he has for the area should he be elected candidate and voted into office after December 2024.
